Well, the Dark Knights don't -promote- Childbirth per say...
Especially with all the ungodly spawn that would run around...

Yeah, but children usually aren't the best things to have when you're a blood thirsty knight bent on ravaging the land of all hope and light... and you have to take care of them until their numbers actually count... which is years at a time.
xD
I wouldn't doubt if Neciel and Cyrus we're the only children the Dark Knights had ever seen for hundreds of years until the near future...
...and even then, They had an Angel to take care of them until her death, while the Dark Knight lord wreaked havoc among the world.
