The mist ability itself can attack the same as Matsumotos though it can also be formed into any weapon he chooses though in shikai only one can be made, Bankai he can make 5 separate weapons and also join with the mist so his own body can disintegrate and form elsewhere. Though because he is Squad 11 captain i am trying to keep it in the spirit of the Division.

Latching onto the foe in order to weight them down perhaps?

Nope just deciding what to use with the shikai and bankai. I have a few ideas now

How about your character gather the mist around the foe, and (in either Shikai or Bankai) allows the weapon(s) to appear threw out the gathered mist around the enemy and like, ya know, stab em. Shuriken would be good for this!
