I'm afraid I don't fully understand your question, Fish? Germanic is a language group or family, consisting of several sub-categories.
It's 4am. I've been up since 11am and only had two hours of sleep before that...so I'm just a mite slow sweatdrop I'm afraid you'll have to revert to basic, one-clause sentences if you want me to follow you.

Well, to put it in terms of that....
Would you could a sub-category a "language"? Or would you simply call a subcategory a "dialect"?
Though as near as I can tell, being monolingual, some dialects are extensively different enough they might as well be considered a full seperate language.

Yes, I would call a sub-category a "language". Well, to be honest, I would call it another "category of languages", as there are more than just one layer to that cake.
As for the differences between dialect and language...I am not entirely sure how to define those. I do know, however, that despite Swedish and Norwegian understanding one another, they are clearly different languages. You would never mistake a Swede for being a Norwegian speaking some kind of funny dialect.
You can liken it to American-English and British-English...how often would you mistake a Brit for being American, or vice versa? (American and British are considered different variants of the same language, by the way, not separate languages.)

Sub-divisions of Germanic are going to be comparable to, say, Spanish and Italian. In the latter case, both are "based on" Latin and have distinct similarities (and a lot in common with English, for that matter), but are by all means separate languages. They just share common roots. Latin for us, Germanic for them.
