well, a hotel's staff makes mistakes over the day, the night auditor comes in and fixes all those mistakes and then charges all the guests for the night and puts together all the paperwork that makes the government happy xp

That sounds... fun? I always assumed any paperwork, upon reaching the government, is simply thrown into an actual bottomless pit.
