Oh. So, you take men with valuable skills and experience desperately needed on your front lines and give them largely ceremonial tasks that could be more easily and efficiently accomplished by machines or lesser trained soldiers?
That doesn't make any strategic sense!

This is the empire. we have endless numbers of men. besides, after three months we rotate them back into the field and bring in other veterans.

Today's Jedi Council meeting schedule:
9 AM to 10 AM - Debate on whether or not to debate on debating what's for lunch.
10 AM to 11 AM - Debate on debating what's for lunch. ( If previous was voted no, debate on what's for lunch.
11 AM to 12 PM - Debate what's for lunch. ( Or, if the 1st was a no, then lunch. )
12 PM to 5 minutes later - Lunch, until the planet gets blown up by the Death Star. ( Or, if lunch was already served, destroy the Death Star. )
Today's Sith Council meeting schedule:
9 AM to 10 AM - Discuss who should kill the Dark Lord and usurp his mantle as Lord of the Sith.
10 AM to 11 AM - Elected Sith kill the Dark and usurp his mantle as Lord of the Sith.
11 AM to 12 PM - Prepare the Death Star to blow up the nearby planet.
12 PM to 5 minutes later - Destroy aforementioned planet. ( Or, if the Jedi had lunch already, get asses kicked in the final battle. )
