To solo train, you need permission from your kage.

I'm joining Mist.
I want to become one of the Swordsmen. Current swordsmen are Rin the Mizukage has all other swords. (Evil Mistress of Music) Qastor has Embrace (thats me) Kirama Hyuuga has Samehada (Jman) Kazuma Kaguya has Tao Long Sword (Jedi) I wanted probably the Cleaver or Kurosuki because of the Chakra elements I am going to use. BTW, does somebody want to take me under their wing? Well Ive got an apprentice right now though Mist is about to have an epic plot where I become the Third Mizukage so I can train you when I return.

Can I assume that I have already learned the Electricity Resistance technique as a Raiton Ninja? Or can I learn it as I learn the Raiton ninjutsu?

you should know all academy level ninjutsu start learning D and E ranks which are gennin jutsu
