That works, the families can't use their hired muscle because well... they'd either be dead because of Two-Face and Ivy or their bosses need to maintain their respectable public images and tell them to stand down. Plus only 2 or 3 can afford the 5 Star restaurants and be publicly seen.

I thought Pamela is German... it would just be Nightmare who is Soviet in Noir. Of course Waylon wouldn't trust him, he's a Soviet KGB spy.

Okay, I was going to have Helena introduce him to Pamela and ask if Pamela would mind if he stayed at her place, then hijinx ensue. But the shopping works too.

Why would Helena introduce Nightmare?
I think we should wait. We should wait for her and Question to get closer romantically, and Helena and her Cowboy to develop mixed feelings. That way when Nightmare comes onto the scene, Question has more of a reason to care when Waylon brings the issue to him, and Helena will be more distracted with her hatred for Vigilante and her love for that singer of hers.
