Origianly 1000 but he lowered it to 10.

You got it. He charges 10 gil for looking out the window, lowering the amount from the previous 1000 gil.

Is it possible to get from the continent of Balamb to the Trabia region using Balamb Garden BUT without touching the water once?
If so, how?

Yes there are 4 little island to the right of Balamb, if you move just right you can island hop your way north toward the Trabia area. (that was fun to go back and attempt to do.)
[EDIT] Can also work with just two of the islands. The longest one and the small one just south of the longest one.
