Found a converter.
45F is 7C
15C is 59F
So yes, 15C is cold to me.
Anywhere below 32F and up to 70F is not fun weather to me. So below 0C and up to 21C.

It really depends on where you are.... to list a few in toronto there's the Toronto Start, the Toronto Sun (tabloids) , and National Post. and other small ones. does that help at all?
