You cant learn the adv until you have 10,000 chakra points.

..Nani...No! not 10, okay you have 2000 chakra points right now until you have 10,000 chakra points you cant learn it.
Look at your info in Leaf village, it shows all the jutsu's you had learned and the chakra points/ also all the attacks
