But he can go beyond 13 incarnations, albeit he'd have to cheat.
The Master is in like his 17th.

Apparantly time lords have 13 "natural" lives, but through induced cosmic radiation granted by Rasalon (key point) they can get more. Or just pop your memories into a watch and steal another body.
