But assuming the Mizukage sent him, and they didn't say anything to him when he came to visit the hokage about an alliance negotiation then I going to say he had a pass. Well, my original idea was to do a little joking petition, but it kinda got blown out of proportion.

Then we should start a petition to declare war on the leaf village if Soren is injured while in or near the leaf village. That has worked in the past. rolleyes

.. it was a joke... well the torture part and the bento boxes was for good measures and the old mizukage did sent me so i did have a pass and 2 other jonin were joining me but they got banned
