Rune Mages and dragons don't really need it.
All it is is an organization that provides the numerous, or in Labyrinth handful, of mages guilds and schools with material components and magical creatures for study.
He'd probably get some use from it, but not as much as a traditional or a HP wizard.
Salmander is actually a hub for a central trade route. (Central, because Salmander claims to be the center of the world.)
