Jack Sparrow is the " charmingly stupid/drunk " pirate, not the normal pirate.
Normal pirates have no formality. They just shoot and plunder, and maybe raze a town. And for sith's sake, NO BREAKING INTO SONG AND DANCE!
No matter how notorious he may be, Captain Spectre of the ship, Sailing Death, loses his entire fearsome factor when he dances around in white/purple striped pants singing a retarded poem.
pirate : Arg, I be sailin' on the seven seas,
Dancing and prancing as I please.
Plunder and bounty all for mes,

Actually song and dance was fairly common among ships crews (pirate ships included) during the 1700's. Gotta do something when your out at sea.
