Is there a place were genin can get scrolls? so i dont need to go through a teacher?

You never need to go through a teacher. =o
If you wanna learn on your own, and have received your handband already, just go to the academy or dojo and roleplay that you've obtained the scroll(s) there.

Teachers?
From what I figured out, you just roleplay something like
"He/she got a book/scroll from somewhere about something, reads it, then does jutsu until he can learn
And then you just make your rpc perform what you just read. That's how my rpc learned the Kaiser Fist at least.
