I somehow doubt an entire city is wiped out because six groups of eleven attacked it. I would guess a lot of people are hiding in buildings or held there or something.

Story arcs revolving around family or friendship is all the rage. If it's not your bag, then search for some mystical item. Play on a rumor or something.
For the quests... you don't have to talk to anyone, really. Though if you let one of us modly people know you're starting one, someone can watch you. As long as you go through it with good common sense and don't acquire ungodly strength from a babysitting quest or something, then you're awarded it. If you need someone to play an enemy or someone who your char'd interact with in the case that you won't want to make the person up (out of feeling like you'd be cheating or plain laziness), let us know. I'd probably be the one you get since I'm telling you all of this.
