and the Federation agreed not to develop cloaking technology.
It's my personal opinion that the arrival of all sorts of negotiators and diplomats
in the NextGen era were in response to poor agreements made by previous
Starfleet negotiators, like agreeing to be the only power not to use
cloaking devices. Someone realized it was too big to negotiate away,
and made policies to get themselves more DECENT negotiators- keep
ones like Sarek, add ones like Riva, and make sure more senior personnel
like Starship captains and first officers- were qualified to handle negotiations
(Picard and Riker.)

The fairness rule is that a fan watching the episode could reasonably be
expected to remember the answer. If the phrasing of the question
doesn't make it "fair", then find some way to make it so that a normal
viewing could make the answer possible.
Which reminds me, I probably will have to add to my other question to
make it more "fair".
