Then it shouldn't say
"2/2
100% agreement"
It should just say 2 votes. and list names! That is what a petition looks like. This here looks like a poll not a petition no matter what you call it.

I was wondering where the capture stuff came from. He's been there since I got on a squad and he was negotiating an alliance between the two villages but Soren failed.

speaking of squads... if Quinn's gonna be a squad captain, should I just go ahead and post in the squad assignments thread and say something like "Quinn can be squad captain"? or what?

He's just a criminal/border hopper. If anything the leaf would declare war on the mist for spying. Or he worst comes to worst, he could be tortured for info. But assuming the Mizukage sent him, and they didn't say anything to him when he came to visit the hokage about an alliance negotiation then I going to say he had a pass.
