Yes. So if you can learn 10 Ninjutsu per element, that'll definitely include Maruton (i.e. neutral jutsu). 10 for Maruton, 10 for element #1, 10 for element #2, etc...

I've caught Haku using jargon for a second time, the first I was too naive... but this time, this time I was prepared! D:< Jargon, simply put, covers the language that people of a certain group or people who have a common interest use. For example, people who who have an interest in computers use terms like RAM, CPU, and megabyte. All of these terms are jargon of that particular area of interest. Jargon does not necessarily relate to slang in any way other than jargon can be expressed in the same kind of short-hand as slang. However, one can make the argument that slang is a specific kind of terminology used by a group of people that express interest in the subculture that makes slang a common tongue. But by that logic, I would have to be of that particular subculture or express interest in using such jargon; I simply and deliberately used this slang jargon to emphasize the point of Muffin's earlier use of the word "fresh" and how it sounded slang-like. @Tai: I don't love anyone. You'll never make me love you.
