It has multiple meanings but Radiohead said it's about how being stuck in traffic sucks.
Which is weird because they make it sound like it's about nukes and the end of the world and all ******** Radiohead.
And it's funny that when people think of them, they think of Creep. To me, Creep is the least radiohead-ish song they have.
