Idling means that the game is telling other people that you're away from the keyboard/controller right now. In some games when you idle, the computer will take over if the game is dependent on co-operation, like in Left 4 Dead.

No it's supposed to so you aren't useless when you go somewhere. o.o Like, in Left 4 Dead, anyone will take an AI over someone who's just standing around. No matter how bad.
Idle is a good thing, that way, you also aren't kicked if you can't tell others you'll brb.

Idling is taboo in TF2. People idle nowadays for days at a time, because randomly generated items and hats spawn intermittently.
