That theory was based off the fact that both Xeonort and Sora became heartless. They say that the strongest of hearts is able to maintian their form when becomeing a heartless, which Xeonort did (and also did as a nobody) Sora on the other hand, when he became a heartless, he was a puny shadow-type. Thus his heart is simply not as strong.
