I think Users can only equip one Item of any given card name. Also, I think some items should have the bonus effect "Multiple Poses (X)", which means you can equip the same item to the same user (X) amount of times.

I think "Moderator" ought to be rare. Just because you don't find moderators around every corner.
I was also thinking that you can have as many Users of the same name as you want on the field at the same time, but Spotlight Users are limited to one on the field(Per player)

I'm still confused about deck size. Does your deck have to have exactly 30 cards, or is 30 cards the minimum size?

30 is the minimum. And 3 copies max per card.
