I believe she is because the last ep this season is called there is no place like home. neal told emma to go find Tallahassee. we know they both wanted to settle down in Tallahassee, florida.
but Tallahassee has a meaning, it's an Apalachee Indian word meaning "old town" or "abandoned fields."
storybrooke, there was nothing there but an abandoned field, then appeared an old town, that Regina created and where emma will finally realize is her true home.
now to waiting to see if they will add the tale of the Snow Queen into the town...

I don't think mulan will be coming back, the actress left the show that what been hearing, I'm not sure it's 100% true through.

If we do get some lgbt representation, it won't be with secondary characters, mulan and aurora does not get that much screen time and about 60%-70% of the fandom/audience, believed that mulan was going to tell prince Philip that she loved him, and then they had to make an article telling people that mulan was gay and was in love with aurora. that is terrible representation.

No I do believe it will be swan queen, A&E said that if there going to do lgbt representation on this show, they will do it right. look at the slow burn and the development between these two ladies. this is doing it right.
glinda will be played by Sunny Mabrey, not sure what ep she will appear in. but in ep 3x20 'kansas' we have the witch of the north played by Karen Holness.
