Basic Personality- Define it lots more ^.^ "Interests:none" - Everyone likes something Likes and Dislikes- This is what you know about your character. YOU, the creator, should know what they like and dislike. Flaws- You list "and has a bad temper" yet in the Basic Personality you say he is laid back. Pay attention when you list these things, dear. History: Up until his nineteenth year, Rex lived the cushy life of a royal. Personally, he hated the evils of his family with an undying passion..but, as far as he could tell, there was little he could do about it.
His sister Fieora saw things differently. She actively assisted the lower class of the city, and paid dearly for it. Their own mother framed her, accusing her of witchcraft. She was taken out, tied to a tree, and left to die.
Things did not, however, go as planned. A nameless, faceless benefactor came across the unconscious girl and granted her a trade which she was not physically able to refuse. Most of her blood...for a few drops of his.
The result of this trade was the termination of most of Fieora's family by her own, bloodthirsty hand. The only exception was Rex, her brother, who had left in search of her.
Upon returning to a blood stained home, Rex made a life changing decision. He would do with his life what Karma had done here. He would hunt and destroy evil as he should have all along.
First, though, he would need some help. Toward this end, he began seeking training as a killer, a request which most assassin guilds, street gangs, and law enforcement agencies scoffed at, and all denied. His hunt was not in vane, however, as someone caught wind of the youth's desires, and decided he'd be a good candidate for some risky experiments he'd been wanting to try.
After two failed attempts to create a super-human warrior from a simple human body, the first of which granted Rex a slightly lengthened lifespan and the second of which gave him the ability to style, color, and change the length of his hair with a thought, Scarecrow Zumaoriri decided to chuck the idea and just train the kid as a killing machine. So he did.

History: He was born in the Lake Nation to Karin Thasts and Lewis of the Willow Clan. The Willow Elven Clan has the ability to control nature and strange ocular abilities too. The ocular ability is only awakened when the person has been through a traumatic experience and develops throughout the user’s life. When this ability is use extensively, the user become will confused for a short period of time then further use of this ability will cause the user’s eyes to become blind. The Willow Clan is born with the natural ability to control one element, but they can learn to control up to two more elements.
James’ entire clan was murdered by a group of mercenaries, called the Red Night Gang, when he was 2 years old. He managed to escape the blood bath with his 19 year old brother. At the age of 5, James and his older brother were separated do to an army from the Mountain Nation attacking the village they lived in at the time. He was separated from his brother and fled the village, becoming a mercenary for hire at the age of 11. He killed the entire Red Night gang at the age of 13 with a group of various other mercenaries. He wanted throughout the area.
At the age of 15, James accidentally killed the head of the Hima Elven Clan of the Mountain Nation while working for the Hima Clan; do to a war between the Hima Clan and the Laya Clan.
Since that incident, James has been traveling the world in search for his brother.

Problems1. "Age: 17 Apparent age: 16 and half" The difference in his actual age and the age he appears have such a little difference, that you might as well have left apparent age alone. The only time you need to list something like that during role play is when the difference is a gap of a few years at least. 2. "Alignment: Good but will be evil to protect" The fact your character is being "evil" to protect loved ones or friends still makes him considered good. This characters alignment is just "Good". 3. "History: Lost his parents at the age of 2 and got separated from his older brother at the age of 4" Tell me how he lost everyone and what happened to separate him from his brother. Detail. Lots of Detail. 4. "Natural Special Abilities: Physical: Tattoo on his arm becomes his actual sword when drawn" Unless your character is born with the tattoo, then it is not considered a Natural ability. Also, it would be considered a magical ability, rather a physical one. 5. "Training- Unlawful: Unnecessary murder" In another part of the training you listed that he would only kill unless he had to. That contradicts with training to kill someone without needed to. Please redoHistory and Abilities, as well as fixing all the problems listed.

This is called neutral.

It doesn't matter if she talks about it or not. This is what YOU know about your character, not what other people know about her. At least two paragraphs of history is usually best.

The things you have listed under personality traits are ticks. Personality traits are things like a short temper, over-active sex drive, annoyingly peppy attitude...

School is not a vice. The seven cardinal sins(Wrath, envy, lust, greed, gluttony, sloth, and pride) are the basic vices, though they can be specialized for more specific things.
Natural Special Abilities-
Magical/Spiritual: controling elements, peoples emotions, and flying
Flight, emotion control, and elemental control are not basic vampire abilities. Unless you have a good reason why a half vampire should have them, you shouldn't give them to your character. General elemental control is a power-mod ability. One element is okay. All of them is not.
