Can someone point me to the rules for jutsu slots? I can't seem to find the markers for when slots open up.

you unlock 1 basic Jutsu every 5 Int, 1 Normal Jutsu every 10 Int, 1 Custom every 15 Int, and one upgrade every 20 Int
= w=b hope that helps
oh and baasic jutsu will usually only have rp only effects o 3o unless you play with the range o 3o
