I highly doubt the government funds operations to research ancient pokemon... how would they benefit? Me: Who knows? Personally I don't like how they got to our HQ. It also says that Rocket took it over." Ginji smiled as he started playing with his hair. "I was thinking of doing it for fun, and to train my weaker Pokemon."
