Well...If you look at Kaji, if it wasn't for him being a quick learner he would be overpowered himself, his Chakra is over 50. -shrug- And it is his older brother....Plus he's spent the past 10 years training in Gouken/Tekken-Fu o.o;...so I suppose it's up to the admins, you can always use a guy who can smack around the big guys once in a while but it too nice to do it. xD
