Yeah everyone has the option. I think it should be further away from the quote button. I almost reported someone earlier when I was trying to quote them.

No, you didn't.
Try clicking the Report button once. You need to fill a form out before the report will go on to the mods.

Donating money to Gaia or buying them with Gaia gold are the only two ways. But they only exist because people donate.
