They aren't open at a specific time. If there are less than seven active Saiyans-Hybrids the inactive one(s) will be moved to the profile placement and we will allow more.

And I agree, I don't care for Saiyans, same reason I didn't care for Uchiha in NRotS. Which means we totally need someone to be a Bios-Saiyan/Uchiha, named May Reesoo. Tsukimehameha! Susanoozaru!

There are 6 in Skull Valley and 1 in RRA... Pro might lose his spot soon though.

Shenron would respond by saying "Your wish cannot be granted" to unlimted saiyan hybrids and wishes. Being a mod could be an acceptable wish but it won't stop you from being demoted if you don't do anything, half the mods are just taking up space.
