If he has subcaptain status, that means he's qualified to run the guild while Zet and Naomi aren't able to.

Well, subcaptains can do a crapload more with the guild itself than the crew can and if the captain is on hiatus, it's just...odd for there not to be a subcaptain.

In the end, it's Zetsubo's decision. I mean, if he doesn't trust anyone with that kind of power, he shouldn't be forced into making subcaptains. I just find it..odd.
