I think it's intended to mean that you can't use two elements in one post...maybe? Like if you attack with grand slashing wind skill you can't use water bullet

How do you know he is right? I mean you didn't make that rule, BB did. And you can use any, but you don't auto-learn them.

irishshamrock12 Scrapples How is that possible Irish!? uh no it doesnt, you know the elemtns you dont know the jutsu for them you have to learn those. Cause that jsut broken, you go up 1 rank and you auto learn like 20 jutsu. no

So the whole thing is: you know all elements, but you can only learn jutsu up to your current rank. Along with this, you are restricted from using elemental combinations.
