Wooosh.
Reaver is bored.
So Reaver is going to write another long-winded story of an Offliner post.
But Reaver cant decide who he should write it for. Reaver has been having fun writing his (Roughly 7000 total word) story for his ninja, Rogue. But he needs to train with Reaver some more too, and possibly destroy Central City again... 'Cause that seems like the place to blow up time and time again. [/que Flashback to nuking Hidden Leaf time and time again in ROTS]

Oh, Green, for the transformation of Enlightenment...when I use it and it provides the plus four to power level, so if I maxed my power level stat at 40 would it make my level a 44?
If not, I'm going to stop that stat at 36 XD

I'm pretty sure the limit is strictly 40, so I'd stop at 36, then. (Barring any other boosts you have, like items and such.)

Hrm...Because then transformations would be fairly useless once you max, ya know? xd

Or rather, because you have transformations, you reach max faster. I'd think that's a good thing. Leaves you more words to spend on techs and still stay under the cap.
