<> means that Japanese double wrap everything. I bought some batteries for my camera (I already looked like a tourist so why not play the part? XD lol) and it was a pack of 4, so they were wrapped in a pastic cover. Fairly normal, that's how they sell them in Canada too. Now, when you take off the wrapping, the batteries are wrapped in another sheet of plastic, but this time, as a pair. And underneath the 2nd layer of plastice, sometines there's an adhesive tape like thing to keep them together...
