You don't need to have a car in order to learn to drive and get your license. It's always better to get your license young and while your in school with a drivers ed coarse. If you don't it's more expensive later. Besides you'd only receive your learners anyways. But it's your choice.

WHY NOT! The age of 16 is perfect for doing stupid s**t and getting it out of your system. When I was 16 I was arrested... Twice! Me and the cops in the area were on First Name bases! But then again I would not recommend doing what I did.
