MISSION- Shades of the Rougue
Must complete Shadow of the Desert
A mysterious informant has told us that someone’s conducting a low-profile operation out of Pyrite Cave. He mentioned that some of the local ruffians have been seen using Shadow Pokemon.
Meet the informant in Pyrite Town and he’ll guide you to the cave entrance. Get to the bottom of this! (You’ll fight 2 guards with two Pokémon each and Rouge Cail, who has three regular pokémon and a Shadow pokémon)
Pokemon:
1 Shadow Pokémon allowed at your rank(You will need a team snag machine)
Rewards:
2500 PD
Me: My two points are in black and bolded. Do I have to buy a Snag Machine or do I just borrow one? And do the two guards have any Shadow Pokémon?

The brief doesn't say the guards have Shadow Pokemon, so I'd say they don't. As for whether you need to buy a Snag Machine versus borrowing one, you'll have to ask Brian or Hunter.

Me: It wouldn't be worth buying a Snag Machine just for one mission, so you can just borrow it for the mission. The guards will not have Shadow Pokemon, as that would possibly allow you to catch their Pokemon.

Me: You'd think I'd be able to get on more during Spring Break. Anyways, I'm going to supercede and say that shadow Pokémon can be assumed to be a trainers, as they aren't natural. So in this specific instance, it is OK to snag from a trainer.
