Quick question: the rules say you can either have 1 Puella Magi and 1 civilian or 1 Incubator and 1 civilian. But is there a rule against having 1 Incubator and 1 Puella Magi?
Also you think a contest to host the profile making of 5 Witches with the most messed-up origins could be in order, potentially per member?
That doesn't sound like a bad idea at all. It would certainly help get everyone into the spirit of things IMO.

Not to mention it'll help convey how the Witches outnumber the Puella Magi at least at 5-to-1 odds without resorting to darker revelations all over the place, right?

Do you recall how seldom-displayed it is for a Puella Magi to wind up a Witch on their own right after the wish is done in the first place? I can't even recall the exact odds, but its very rare it happens!
All in all, it has potential and could also work, but I am trying to consider multiple approaches to see how we can get best results.

Well I don't have the exact wish in mind, only the general idea. Basically because of her species, Fairy, are ESSENTIALLY immortal, never aging past the range of 12-14 nor maturing in the mental sense [although they can still learn the entire time, like Manah learns about the mind and magic] Her wish would be to basically to remove her immortality and the curses it has brought to her life. I believe it would create a Witch since that would be removing the main curse of her immortality other then being completely unable to die. Her long lifespan coupled with the fact that she lived through and witnessed both the Witch Burnings and WW2 up close and personal being killed MULTIPLE times only to reform around 5 minutes later at the closest safe source of her element which was blood [hence her species name, Bloodfae] well you would be insane too. And since that part of her was BASICALLY all her grief [well most of it anyways] its prime witch material...I think

Fae Types
Ok first a Fae, or a True Fairy to be exact do not encompass the pixie and sprite archetype of fairy. That is just a note though. Anyways Fairies are not born they are formed randomly, each fairy embodies an element of nature be it physical or metaphysical like for example one Fae could embody the element of cold where the next one could embody the element of ice. And even with this there can be several fairies that embody the same element but generally not in the same 100 miles, GENERALLY is the key word.
To round out that segment Fairies are the embodiment of nature be it physical like earth or metaphysical like heat, and there is typically only one of that type of fairy in 100 miles of the forming location, although this is not always true.
Fae Ranks
Fairies have a ranking system, this system is based on their overall power and learning potential. The higher the rank the more power they contain and the more they can learn before having to forget. Likewise the higher they rank the more their appearance changes mainly how 'aged' they look and their wings. The fairy ranks and what they effect are the following.
Rank 1) Fairy - Age Appearance: 10 - Respawn Side Effect: Complete deletion of memory This is the rank all fairies start as, generally they are not very smart, down to the point where they do not know that they can not breath underwater even after attempting for the 100th time. Nor is their magical reserves very large, only able to hold the weakest of illusions for a few minutes at most, and even then an observant person could see right through it. People would count this rank as pests and nothing more, kinda like racoon's without the chance of rabies.
Rank 2) Lesser Fairy - Age Appearance: 10 - Respawn Side Effect: Unable to remember the last 10 minutes before their death This is rank most fairies in the world reside at. Smart enough to learn something is painful after a few attempts at it and rather creative with pranks although they do not understand that humans aren't as durable or can't respawn like they can. Their skill in illusions vary, from very good to piss poor. But their magical reserves are that akin to a hedge witch [the normal kind, not the pulla kind] or possible lesser normal witches. Pests that humans of the past rather enjoyed hunting to make examples of them, but also not wanting to get caught in their illusions else the human could wind up lost in the woods till death.
Rank 3) Greater Fairy - Age Appearance: 11-12 - Respawn Side Effect: Unable to remember the last 5 minutes before their death This is the first rank where they can with practice be mistaken for human children, and the first rank that they can hide their normal fairy wings [see the fairy wing item on Gaiaonline for an example]. Their magical reserves are that akin to a weak magical girl although they still specialize in illusions, most fae start to dabble in elemental magic at this rank, Also there is a low chance that they may develop power. This power is unique to them and can be anything underneath the sun, it will also not effect what type of fairy they are. As an example Manah is a Blood Fairy but her power is control over metal. At this rank they can jump to any higher rank with luck, be it good or bad. Their mental state fits to their appearance. Fae's of this rank sometimes go to human schools if they wish to learn further, but generally they do not.
Rank 4) Great Fairy - Age Appearance: 11-13 - Respawn Side Effect: Unable to remember the last 5 minutes before their death, 50% Chance to remember everything At this stage is when their wings change from the typical fairy appearance to either their elemental appearance or something that fits their power, depending on which one is more powerful at the time. How the wings change vary from Fairy to Fairy though. It could be just a plain change of shape or could completely change their appearance and composition. Likewise their magical reserves are the same as a normal magical girls, although it is generally set towards a certain set of skills that would be unhelpful in a magical girl life style.
Any questions so far before I get to the last two ranks and how a fairy dies?
