Yes she's a mermaid, but in the world of one piece, according to Kokoro; mermaid's tail splits on land at the age of thirty, enabling them to walk around like a normal human. The two parts join back together in the water.
surprised I was waiting for Shilo to send her Kuja pirate to you . Then I was going to have the 3 of them sailing in the Grandline.
