Shruikan Tenshi i know, but this is the basic ones. We can modify them, but this is the general format we can go off from With what was said above, a decision then has to be made as to what direction you want combat to take. I am in favor of standardizing concepts like #jutsu known, #elements known, secondary elements and such things as that.
HOWEVER, when you get into +1 to SPEED and plus one that modifiers, you're moving into the realm of D&D and removing an aspect of the free-style written RP combat, and relying more on Character stats to determine what works and when.
I'm personally in favor of limitations within a class, with added conceptual modifiers, like if you are a taijutsu class, you can then access the "SPEED" strength ...whereas a Ninjutsu specialist couldn't use that as a strength...and likewise for required weaknesses.

I had a Teacher named Mr. Off.Later we Figured out his name was Cerk[Weird name I think he was russian].The whole year we Called him Jerk Off.I also had a teacher named Mr.Erect
