Given the thematic and mechanical similarities, these should be partially passive like the Breathing Underwater technique, so they'd activate automatically and drain the requisite Chakra from you upon entering water. I'd also bump the Sight of the Sea custom down to D-Rank. Does that sound reasonable?

This allows him to change direction mid-jump. However, he will insist to all others that he is just "flying." 1 direction change per E Rank of Stamina and Chakra Expended. To "hover/fly" Karuto must rapidly kick and expel chakra, requiring great concentration. He can not use Ninjutsu while in the air and must expel a B-Rank of Stamina and Chakra per post.

Character:Jeon and Jay Park Technique Name: Kuchiyose: Great Flaming Pillars of the Jade Emperor's Palace Rank: B-S [Learned as B] Type: Ninjutsu Element: Lightning Description: Utilitzing the raiton chakra flowing within the twins, this skill, following either handseals or through the Mystic Hero passive, will cause 8ft spears made of lighting to erupt from the ground all around the user. These spears are capable of being grabbed and used by the twins at any time so long as they remain and can deal potentially lethal damage if an opponent is below them when they rise. The spears created come up in the for cardinal directions based on where the twins were looking when it was used, and only four are created within five meters. For A rank, 8 spears rise from the ground, with the additional four coming in the spaces between. The S rank variant springs up 12 spears, with the additional four rising within 10 meters anywhere they choose. The rising of the spears themselves can pierce and skewer those who don't move on the span of a second after lightning crawls along the ground to where they'll come up from, and they deliver painful shocks at their rank to anyone who isn't the twins who touches them. Lasts for 8 posts, then an upkeep of half the original cost can keep it going for another four.

With your lightning punches conversion custom, you need to specify how far the lightning fires, as well as what kind of damage your lightning is doing. You also need to explain whether the lightning is costing chakra, stamina, or mixed, as well as the fact that you need to elaborate if your lightning gains bonuses based on your speed and strength stat. I would very much prefer if they didn't, but I will try to work with you.
As for Air Bounce, Air Bounce: Change it to one direction change per rank, no hovering without using up a direction change for every action you stay in the air. I really think that there are enough air walking techniques so you don't need to use this one, especially since you have the wind element. Like, there has to be easier ways to do this. But, you do you pal.
