Introduction
This topic focuses on using the items to create a senshi look. There is no set rules for this, but this guide offers some ideas.
((If you are trying to develop a character for a competition, it is suggested you consult resources in addition to this guide.))
In the series, the most consistent element for a Sailor Fuku is the "sailor" collar. However no element is necessary but combining familiar elements such as the collar, brooch, tiara, front and rear bows, skirts, the leotard-esque bodice (to which I refer to as "Bodice Effect") in different ways can help you achieve a Sailor Senshi look. While this guide may heavily favor the series characters, it is also geared toward helping you create your own Original Character Senshi as well. (Like my own Sailor Isle De Gambino Cosplay whee ).
While we start with the official items, by no means feel limited to them. However, you might want to look these over first just so you know what's out there. All of these items have pros & cons and the idea of this guide is to create uniforms in more than one way. Still, these official items offer a plethora of options and being familiar with them has helped me search for alternatives to substitute or even enhance an outfit. That's what we'll explore in the rest of this guide.
I by no means came up with these ideas overnight and it took watching what other cosplayers are doing with the outfits. After you commence with this guide, please see our other threads for additional options, such as shoes for your senshi*.
*...when we have shoe options up, of course! Sorry, getting there!

Official Items
These items closely reflect the Sailor Moon Series in either similiar look, purposeful parody, or even directly referencing the series. The first items in particular are good for the "Odango" hair, hair clips, and tiaras. Also I do not re-list the items below if they have a rear-bow, etc.
Note that these items are most often multi-purpose, so I recommend at least looking at them. I personally try to use a single item rather than multiples of the same to achieve the same look: it's a bit more budget friendly.

There is even 'Odango' Hair. ~~~~~ Moonlight Series: Romantic Moonlight Innocent Moonlight Forever Moonlight Romantic Starlight Eternal MoonlightI'll admit these items are a little harder to work with. I usually don't include them in my designs, or try to use the "oshioki yo/I'll punish you" pose on one of my other designs. ~~~ Lovely Lady Soldier Wasabi Future Lady Soldier Gari Dark Lady Soldier Sake Luna Lady Soldier Dashi Moonlight GuardianThese are your best bet in getting the Odango Hair, hair clips, tiaras, Heart Locket (SM:S) looks. ~~~ Magical GirlGreat for a scepter, an exaggerated red back bow, a chest bow with brooch, and other details. This was the first item of these special magical girl items, and it was so popular gloves and color variations followed. Magical Girl's Uniforms       ~~~ Celestial SoldierA more recent MC release. A "hidden" pose reveals the iconic Super Sailor Moon sleeves. The top layers over items but under other bow items, so it is a versatile piece worth the higher price tag. ~~~~ Oola Tsukino Akagami Tsukino Oola Yumi Oola Masko Oola AsamiThese are reference to Luna P, Black Lady, Queen Beryl, and Badiyanu (SM: SuperS movie), and Luna (Human ver. SM: S Movie) ~~~

Bodice Effect: Base Layer SuggestionsThe official items are not the only way to build a bodice. There are several ways. With so many layering options, it can be confusing, and I try to explain with each step. You might opt not to use a base layer, especially if you are using the Serafuku items. However, all of these options in this post are actually classified as tops in the avatar system. Their layering acts a little different depending on what you're equipping with each of them. Some skirts will remove the dress and some won't. Experimentation is necessary and each suggestion has pros and cons. Cheerleader Dresses         You'll have to layer over these dresses for a Bodice Effect. But they have quite the cute ruffle skirt. Also, they have unique detail the other dresses do not. Unfortunately skirts and bloomers de-equip them. Tennis Dresses          These don't quite have the Bodice Effect and the skirts do not have much ruffle. However, despite being dresses, they act like more tops, making them layering friendly. Skirts seem to layer underneath them. Ice Champion Glitter Dresses    Bodice effect, but the skirts aren't as easy to work with. gaia_star Ice Champion Shimmer Dresses    Why are there only three of Shimmer Dresses? They are splendid, and work like tops rather than a full dress, skirts layer underneath the built in ruffle. Layering heaven and they have the "Bodice Effect" built in!!! Another suggestion: UpsideDown Tops     Suggestion by Meduzi Algola. Layer these with a bodice, and the shoulders will retain the color. Will still layer with the ice champion top.

Bodice Effect: Outer LayeringThere are a few items that create the bodice shape quite easily.
Blushing Bride's Embroidered BodiceLayers like a top. Utopia's suggestion.
gaia_star gaia_star gaia_star Angelic Lace gaia_star gaia_star gaia_star The corset is very useful in creating the bodice shape of a uniform. Layers like a coat. Grade A senshi gear. BiancamellaBiancamella and it's sister variations has a bodice, and a pretty shoulder pose that works well for Princess Serenity and other Senshi uniforms. gaia_star

Other Layering Suggestions These are a combination of suggestions by Castle Town! Team Uniform Skirts    Durem: Moon, Mars; Golden: Venus; Gambino: Mercury, Neptune. The skirts from the team uniforms actually layer under most other skirts. They're also great for shortening a certain shirt. They give the effect of a back bow that looks accurate to the characters. Not only that but when you turn around it's an actual... back bow.  The skirts from the uniforms have a shortening effect with any shirt or dress on gaia. I personally like using this pose from
Reve Rouille or Reve Marin When used with the skirts it should look like this.  From there, the angelic lace corset and any serafuku scarf should do the rest. :') Oh and don't forget to add another skirt on top of it  Prince of the Sea has a cape pose that works for sailor moon. It also layers with the serafukus to go that extra mile. De-equips the Mahou Shoujo Brooch.

Closing Notes
Phew! So as you see, there's no one specific way to create a senshi outfit. From here, however, please consult the other guides for gloves, shoes, and pretty much everything else! Also, if you find something great for your own cosplay, please feel free to suggest it!
