You'll need to change Mirella's class. Sorry, it's how the Council is formed. All the Councilors are Class B and only the Elder Councilor is a Class A. Class B's are Aristocrats but the Class A's are rare and equivalent to royalty, therefore, They would have the most prominent seat in Council and not vote for any reason other than to break a stalemate, to overrule a ruling if needed, or to prosecute a Pureblood.
