Magic's Rules of Thumb 1.} Magic is everywhere. In the soil, in the sky, in the cosmos, in every living being. There are few things that cannot be manipulated in this universe by magic. Unfortunately, the real question becomes what are the limitations of those able to use magic. That being said, almost all beings born on this planet cannot physically possess the power to bend the very cosmos to their will. That kind of power would destroy the body of the person trying to use it, if not possibly the entire world it's being used on, and as such is reserved for the most powerful beings in the universe - the gods. Mortals are not meant to tread in the realm of the gods. For a reason.
2.} Magic is in your DNA. This is the same for everyone. You are born to one of your parents' magic, just as you are born to either your mother's blonde hair or your father's red hair. If you mother is a fire mage, your father an ice mage, you're going to be either a fire or ice mage. Not both. Not a steam mage, not a fire and ice mage, one or the other. Only twelve people in all the world's history have been able to use more than one type of magic, though none have ever been officially documented or proven by any government or scientist. Only word of mouth or journals that may or may not be authentic give "proof" to the theory that due to various kinds of magic being present in someone's DNA, a single mage can utilize more than one type of magic. Unproven though it might be, it is a theory held in somewhat high regard by scientists and dreamy mages.
3.} Magic is, for the most part, formed by the spoken word. Be it yelled, whispered, hissed, screamed, uttered, or monotonely stated, one can only use magic through speaking the name of the spell. Mainly, Latin roots and words are used, but it is not unheard of for those of different cultures to use their native tongues to speak the spell. For example, a Mortuus mage might use the spell Manus Animus, meaning "Hand of the Spirit." Someone from { Asian inspired country's name here } however, would say Te no Obake instead, meaning the exact same thing. It is possible someone from another country wouldn't know the Latin meaning of their spells due to language barriers and the ability to use their native language for the spells instead. On the other hand, it could also be the mage's personal choice to use one language over another.
4.} Magic needs to be spoken, so the best way to keep another from using their spells is to simply keep them from being able to talk. Muffled spells can still activate, as can barely audible ones. Beyond using very good gags, or submerging the person under water, knocking them out or sealing their mouths are the only clear ways to keep another from using magic.
5.} The only known large exception to the spoken word rule is a Mortuus' ability to deal with the souls of the dead. Assuming the mage is strong enough to use this aspect of their magic, seeing, hearing, feeling, or otherwise interacting with the souls is a passive aspect that does not need words to activate and is instead always constant. Smaller exceptions of the rule does exist as well, though they are not as significant. Other mages, such as Ignis and Ventus mages, are able to lightly manipulate naturally occurring or already present forms of their element. Moving already lit fires or slightly altering their size or intensity does not require spoken words, nor does altering the direction of a small gust of air in a closed room created by an A.C or fan. Manipulating large fires, such as out of control wild fires or bonfires, requires words. Manipulating naturally occurring wind to change its direction (and sometimes its intensity) most certainly requires words as this is caused by a large natural system of the planet. Freely manipulating all aspects of a magic is again only reserved for the gods due to the amount of strain it puts on the user.
6.} Magic can be amplified by wands, staves, crystal orbs, talismans, etcetera. This can take awake some of the physical strain placed on a mage, enabling them to use stronger magics without spoken rules depending on the quality and strength of the object. However, none to date can entirely free a mage from the need to speak their spells.
