Currently, in full Winter season. 23 Feb '08...

-TV's all over Japan suddenly went blank for several seconds with a static screen before...a masked figure in black appeared-

"Good Morning Japan. While many of you are expecting to watch this mornings broadcast of the current crimes and sports recaps, I thought I might take a moment out of your busy day to tell you...this world has returned to the way it was before. Before I appeared. Before I started to make the world a better world. A Crime free world...a Perfect World. I have sat back and watched you accepted me and grow to love me, but now...once I thought you were good...you return to the very state you were in before.
Now I have returned to cast judgement on all those who are evil. Starting today, anyone and everyone that commits a crime, shall be put down like the dog they are. If you are someone who is after to catch me such as L before, you are against me and shall meet the same fate as those who love evil. I trust you will make the right choice in this. Do not cause me anymore saddness as you all have before."

-The broadcast ended with a black screen, and a small website at the bottom. Anyone who went to the link was given a blank box to fill in with their address...after that...no one knew.
