This is a free form role playing game.

The game universe is the large space ship known as "Trancity" that transports the players from planet to planet in a long commute around the galaxy through gated hyperspace corridors. Due to the fact the technology is imperfect, star gates may not always line up on demand and may take several days to several weeks to become active. This means the large space ship will occasionally be forced to remain in a sector until the star gate opens again.

Trancity is completely automated, all crew functions are non-playing characters or computer controlled. So no, you cannot play a ship crew member.

Player characters will have to learn how to interact on a ship with all the social and political problems of a major metropolis. Factions, gangs, crime lords, bounty hunters and private security forces. They all have to co exist until their stop on the never ending journey of this space craft.

Trancity's economy is based on a capitalist & social welfare system.

This means the city provides the barest of essentials. Food, Clothing and Shelter in the most utilitarian fashion.

The food provided by the ship is a lot like what gladiators ate in Ancient Rome. Cooked grains served as a porridge, a complete protein and carbohydrate with enough vitamins and minerals, you can live off it, but it tastes horrible.

Clothing is basically, a 2 piece, one size fits all uniform suit. It's ugly, uncomfortable, but it keeps the grease off.

As for shelter? think solitary prison cell in a super max. Walls, toilet, sink, bed, DONE.

Everything else needs to be earned by working for someone on the ship, either as a servant, private security, laborer or some other service that requires payment from one of the upper class citizens who have money.

Or... you can just steal stuff.

You see, the ship's computer does all the repairs and allocations of supplies and room on the ship. The ship's computer only gets involved with the passengers if the passengers break company rules in regards to business or societal practices. The rules are simple, designed to keep peace in Trancity, however the company has had so many problems that many of the rules are simply unenforceable on board, the computer more or less lets the passengers deal with their own problems, it's safer for the passengers that way. The computer is unemotional, it has no concept of cultural norms or right or wrong, it just maintains Trancity, so the passengers on board basically have to fend for themselves outside of just being live cargo for the ship to bring from place to place.

The ship also has a section called "The Bio-Sphere." This Bio-Sphere contains all plant life, oceans, and what would be considered natural environments. The Bio-Sphere is where the ship produces all the food and oxygen for the rest of the passengers. Some passengers may feel the urge to leave the urban area and go into the Bio-Sphere to do farming or raise animals to sell at market to the many cooks, chefs and restaurateurs who serve the urban area of the ship. This also offers a place to enjoy outdoor activities or do physical training.

As for planetary encounters, there will be times when the ship comes across a planet and is stuck there, and for one reason or another, some of the player characters may choose to make planet fall. Each planet offers a new adventure and side quest for the players.
