You are addressing a point from the R&G describing what is allowed in forum posting. Since that particular section only pertains to forum posting, only forum posting needs to be mentioned. Looking at the actual ToS gives us:
which, as you can see, specifically outlaws cybering in all forms as that would be considered either pornographic or otherwise inappropriate messages.
Not many new users going to read past the R&G, you think you could make it a tad more obvious, with as bad as it is in the Chatterbox and some mature rp guilds?
You're given the ToS to peruse through when you sign up for Gaia. If you choose not to read the Terms of Service that you agree to when you sign up for Gaia, then you're basically choosing to make yourself ignorant. Ignorance of the rules doesn't exempt you from the rules. You agree to the ToS when you sign up for Gaia, not the R&G
Well the TOS says you agree to abide by the R&G so technically you agree to those as well.
Is there any way to raise awareness about this though? Mods sometimes make announcements in certain forums, like chatterbox, when issues get out of hand, like the flaming temp sticky.

It's mentioned in the Chatterbox rules and guidelines as well, I just think that, well, obviously, with all the hook up threads in the chatterbox, the current measures arent doing as well as they could.
Yes, you agree to the R&G as well. However, as I previously stated, the presumed lack of re-emphasis in the R&G doesn't null any of the restrictions and clauses previously agreed to in the ToS.

But as it stands, the users just click and skip over the TOS most of the time. Some key points need to be emphasized in problem areas.
I mean laws exist in real life, and people agree to abide by them, that doesnt keep them from breaking them.
Until more moderators are added to Gaia's staff, I just feel it would be effective to reinforce points of the TOS and R&G that are repeatedly broken and infringed upon.
If you can raise awareness about the topic being wrong, less people will break the rules, this makes it easier on mods overall and can help with backup in those crowded forums. Many people in the Chatterbox that I talk to believe that cybering is okay in PMs.
