Ah, I don't really know the difference.

Secondary school is 11 to 16.

College is 16 to 19.

So, uh, yeah. xD

For College, you don't. Colleges are quite evenly spread out.

For University, it's oppotional whether you live on campus or not. Depends if the university is accessable to you or not.

And yes, you do have to apply. x3
