What should I do about Pokémon that have numerous forms, e.g. Burmy?

Have a Pokésip for each form.	63.6%	[ 75 ]
Just have a Pokésip for 1 form.	12.7%	[ 15 ]
Have a Pokésip for 1 form and then a changing limited.	23.7%	[ 28 ]

'Stealing'? Hmmmm. I have no idea. There's a lot of threads that make edits of Pokemon spirits and they seem to be allowed to continue. Though honestly I get confused with the rules and what not.
