Not much... it's about 35-50 feet of wire, 16 gauge... and I can buy a 200 ft spool of that for $7. only killer part is wrapping the wire into the coils, and then cutting the rings.

Hand-held wire cutter. Nothing really fancy.... costliest piece of equipment I have for chainmail is teh vicegrip for wrapping the wire.

A small steel mandrel, about 3/8 inch wide. I've got a friend with other size mandrels if I need to make larger or smaller rings, but I only really own one myself. and that costed only a couple fo bucks.
