If you mean the Eternal forms of the inner and outer senshi (so the dual colored skirts), not really? I mean I've use the skirts from the Like Daisies series in a pinch, but it's not exactly the same look. If you mean a skirt similar to Super Sailor Moon's there's a way to layer, but not matter what you'd be missing a color.

My preference is the Ice Champion Platinum Shimmer Dress layered over the skirt from Magical Royalty. Alternatively you can use the skirt from Harmonious Starlit Symphonia. That will get you the blue, but not the yellow stripe.

The hair that works great for Neptune is the Dark Violinist's Soft Wavy Locks and the for the mirror you can find it in the Antique Shop item.
Here is a great starting guide for some Neptune pieces. You can always switch things out and see how they look if you find something better.
